| dc.description | Open access to information and knowledge has been one of the proposals in the world that in the last ten years have brought changes to the democratization of information. Since the Declaration of Budapest Open Access, http://www.soros.org/openaccess/translations/spanish-translation we see an emergence of tools, websites, journals, books, learning objects and many other forms that scientific community can use to accelerate their development. Consequently, many of these changes have been related to a real openness to information, resulting in the increasingly rapid progress of knowledge. The University of Costa Rica (UCR) has been a pioneer for the promotion of open access in Costa Rica, faithful to its statutory approaches. With the beat of actions aimed at strengthening open access to scientific production, has achieved a unique position in the World Ranking of Universities in the Web, http://www.webometrics.info/es, achieving one of the first places in Latin America. The creation of repositories -one institutional and two specialized- and the actions taken to encourage the creation of repositories and portals of national magazines, put it in that place of privilege. This paper gives an account of the achievements and projects underway to move in that direction, as well as the constraints encountered and possible solutions. Part of these results is the recent creation of the magazines portal www.revistas.ucr.ac.cr to replace the previous portal www.latindex.ucr.ac.cr, wich will be part of a portal of magazines of Costa Rican public universities. Another interesting element is the result of efforts to ensure that academics apply self-archiving in its institutional repository www.kerwa.ucr.ac.cr. Also included are policies developed and how they have been implemented. We conclude that all these efforts, led by the UCR, have made appear Costa Rica in the directories of the repository and in the GOAP of UNESCO, http://www.unesco.org/new/en/communication-and-information/portals-and-platforms/goap/access-by-region/latin-america-and-the-caribbean/costa-rica/, despite the size of the country and development conditions prevailing. This accounts for the progress made so far and how it has worked in this direction. | |
| dc.description | El acceso abierto a la información y el conocimiento ha sido una de las propuestas en el mundo que en los últimos diez años han aportado cambios a la democratización de la información. Desde la Declaración de Budapest para el Acceso Abierto, http://www.soros.org/openaccess/translations/spanish-translation se observa un renacimiento de herramientas, sitios web, revistas científicas, libros, objetos didácticos y muchas otras formas que la comunidad científica puede echar mano para acelerar su desarrollo. En consecuencia, muchos de esos cambios han tenido relación con una verdadera apertura a la información, cuyos resultados podrían observarse en los avances cada vez más acelerados que el conocimiento tiene. La Universidad de Costa Rica (UCR) ha sido pionera para el impulso del acceso abierto en Costa Rica, fiel a sus planteamientos estatutarios. Gracias al impuso de acciones tendientes a fortalecer el acceso abierto a su producción científica, ha logrado una posición privilegiada en el Ranking Mundial de Universidades en la Web, http://www.webometrics.info/es, logrando uno de los primeros lugares en América Latina. La creación de repositorios –uno institucional y dos especializados- y las acciones desarrolladas para incentivar la creación de repositorios y portales de revistas a nivel nacional, la colocan en ese lugar de privilegio. En este trabajo se da cuenta de los alcances y proyectos en camino para avanzar en ese sentido, así como de las limitaciones encontradas y sus posibles soluciones. Parte de esos resultados es la reciente creación de su portal de revistas www.revistas.ucr.ac.cr que sustituirá al portal anterior www.latindex.ucr.ac.cr y que formará parte en un futuro cercano del portal de revistas de las universidades públicas costarricenses. Otro elemento destacable es el resultado de los esfuerzos para lograr que los académicos apliquen el autodepósito en www.kerwa.ucr.ac.cr, su repositorio institucional. Además, se incluyen las políticas desarrolladas hasta ahora y cómo se han implementado. Se concluye que todos esos esfuerzos, liderados por la UCR, han logrado que Costa Rica aparezca en los directorios de repositorios y en el GOAP de la Unesco http://www.unesco.org/new/en/communication-and-information/portals-and-platforms/goap/access-by-region/latin-america-and-the-caribbean/costa-rica/ con un lugar destacado, pese al tamaño del país y las condiciones de desarrollo que prevalecen. Esto da cuenta de los avances logrados hasta ahora y cómo se ha trabajado en ese sentido. | |
