Evolución de los ingresos petroleros y los ingresos tributarios y su incidencia en el Presupuesto General del Estado, período 2007-2014

Abstract

Para analizar la relación ingresos petroleros y tributarios con el PGE, es necesario revisar el comportamiento y evolución que han tenido estos rubros a través de la historia. En efecto, se menciona un poco de la historia de la actividad petrolera en el país, cómo ha ido evolucionando esta industria, sus efectos tanto positivos como negativos, así como el impacto que ha tenido en la sociedad ecuatoriana. El análisis se basó en tres ejes: primero la importancia de dichos rubros y sus efectos en el sector externo de la economía; segundo la incidencia de la actividad petrolera y tributaria en el sector real de la economía; y por último la relación y peso que tienen estos ingresos para el sector fiscal, es decir para las finanzas públicas del país

To analyze the oil and tax revenue relationship with the PGE, it is necessary to review the behavior and evolution that these items have had throughout history. Indeed, a little of the history of oil activity in the country is mentioned, how this industry has evolved, its positive and negative effects, as well as the impact it has had on Ecuadorian society. The analysis was based on three axes: first, the importance of these items and their effects on the external sector of the economy; second, the incidence of oil and tax activity in the real sector of the economy; and finally the relation and weight that these revenues have for the fiscal sector, that is to say for the public finances of the country
