| dc.description | El presente artículo académico tiene como finalidad examinar aspectos relacionados a la descentralización de los Gobiernos Autónomos Descentralizados, específicamente a la problemática que existe con la autonomía
financiera y su efectiva aplicación; además de los problemas que aparecen por la dificultad para generar ingresos propios y la falta de control que existe por parte del Estado Central en los diferentes ámbitos, para lo cual se analizará los tributos que benefician a los Gobiernos Autónomos Descentralizados, la potestad
tributaria que poseen para reglamentar su aplicación o creación y los conflictos que pueden aparecer si no se respeta la autonomía financiera. Luego de analizar cada uno de estos puntos concluiremos, que aunque
haya mecanismos para que los Gobiernos Autónomos Descentralizados se desarrollen, de la misma manera hay problemas que no permiten hacerlo, como por ejemplo: poca población, mala estructuración del personal, desconocimiento del alcance de las facultades otorgadas por la ley, etc. | |
| dc.description | This academic article aims to examine aspects related to the decentralization of the Decentralized Autonomous Governments, specifically to the problems that exist with the financial autonomy and its effective application; In addition to the problems that arise due to the difficulty to generate own income and the lack of control that exists on the part of the Central State in the different areas, for which will be analyzed the taxes that benefit to the Decentralized Autonomous Governments, the tributary power that they possess To regulate their application or creation and the conflicts that can appear if the financial autonomy is not respected.
After analyzing each of these points, we will conclude that although there are mechanisms for decentralized autonomous governments to develop, there are also problems that do not allow this, such as: small population, poor staff structure, lack of knowledge of the scope of the powers granted by law, etc. | |
