| dc.description | A chegada ao poder dos partidos ditos progressistas na região, a partir do ano 2003, trouxe consigo uma série de medidas que visavam o relançamento do Mercosul. O bloco passara pela sua pior crise no início do século, evidenciando que a supremacia do escopo econômicofinanceiro na integração era um elo fraco. A falta de legitimidade desse processo frente aos seus cidadãos fez com que parte das novas decisões tomadas pelo do bloco estivessem voltadas para um caráter social. Tendo esse quadro em mente, este trabalho propõe-se a analisar particularmente duas dessas medidas: o Fundo de Convergência Estrutural (FOCEM) e a Iniciativa Somos Mercosul. Temos como objetivo averiguar de que forma essas construções contribuem para o aprofundamento da dimensão social do bloco. Para tal, vamos utilizar bibliografia especializada e estudo sobre as principais Decisões e documentos relacionados aos objetos da pesquisa. Verificou-se que essas medidas possuem um forte caráter de vanguarda em suas concepções, mas ainda permanecem obstáculos a serem superados. | |
| dc.description | The rise to power of so-called progressive parties in the region, from the year 2003, brought with them a series of mesaures aimed at the revival of Mercosur. The block had gone through its worst crisis in the early 2000 and bacause of that, it bacame clear that the supremacy of the scope of the economic and financial integration is a weak link. The lack of legitimacy that this process represent to its citizens has meant that new decisions taken by the block were stuffed with social character. Having this picture in mind, this paper proposes to examine these two particular measures: Structural Convergence Fund (FOCEM) and Initiative We are Mercosur. We aim to investigate how these structures contribute to the deepening of the social dimension of the block. To this end, we will use literature especialized and a study on the major decisions and documents relating to the objects of research. It was found that these measures have a strong character in their cutting-edge concepts, but are still obstacles to overcome. | |
