dc.description.abstractThe need for practical effectiveness of the right to the city (RC) in territorial planning requires to disclose the conditions for which the Ecuadorian legislation is ineffective on this right, while the institutional actors in charge of planning are not able to bring it to its applicability. This diagnosis is corroborated following a mixed methodology of quantitative and qualitative analysis, through the application of a survey to the planning directors of the provincial capitals of Ecuador. The interpretation of the results compared to the Lefebvrian tradition, show a characterization of the institutional difficulties regarding the exercise of RC, as well as, limits and opportunities of RC around the state legislation, mechanisms and instruments adopted by planning, and public policies.
