Esta pesquisa analisou a relação estabelecida entre CT (Conselho Tutelar) e escolas. Nos 20 anos do ECA (Estatuto da Criança e do Adolescente), de 1990, investiguei sobre práticas sociais contraditórias, as produções acerca de sujeitos infanto-juvenis de direito e as que lidam com estes baseadas ainda em concepções menoristas. Pesquisa com as seguintes questões: Qual é a relação entre CT e escola? Como CT e escola nas suas especificidades produzem concepções acerca de sujeitos de direitos? A prática docente, realizada em 2010/1, problematizou sobre direitos e deveres de crianças, em uma turma, com crianças de idade entre sete e nove anos de idade, do III ano do I Ciclo de formação, numa escola municipal no bairro Restinga em Porto Alegre. No CT da Microrregião Sete, realizei estudo de caso e observações, elaborei diário de campo, fiz entrevistas semi-estruturadas. Como referência, utilizei o marco regulatório ECA (1990), dialoguei com Scheinvar (2008), Ribeiro (1996). Analisei os encaminhamentos feitos pela escola ao CT. Constatei que, casos de violações de direitos são cuidadosamente encaminhados por instituições escolares. O CT aplicou medidas de proteção cabíveis aos sujeitos infanto-juvenis. Por fim, na relação entre CT e escola, percebi a produção de concepções acerca de sujeitos de direitos, a jurisdicialização de práticas sociais e concepções menoristas da infância e da adolescência da classe popular.This research analyzed to the relationship between TC (Tutelage Council) and schools. In the 20 years of CAE (Children and Adolescent Statute), of 1990, it investigates the contradictory social practices, productions about children and adolescents rights subject in the law and dealing with these based on conceptions still underage. It searches with the following questions: What is the relationship between TC and school? As TC and school in their specificities produce conceptions about subjects of children and adolescents rights? The teaching practice, held in 2010 / 1, questioned about rights and duties of children in a class with children between 7 (seven) and 9 (nine) years of age, the III year of the first cycle of training in a municipal school in the “Restinga” district in Porto Alegre. In the TC of microregion 7, held a case study and observations, we elaborated a diary, which became semistructured by interviews. As a reference, we use the regulatory framework CAE (1990), dialogues with Scheinvar (2008), Ribeiro (1996). We analyzed the referred to made by the school to TC. It was found that cases of rights violations are carefully referred to by schools. The TC applies protective measures applicable to the subject of children and adolescents who are underage. Finally, the relationship between TC and school, we see the production of conceptions about children and adolescents right subject in the law, the judicial of social practices and conceptions about underage of children and adolescents from the popular class.
