| dc.description | This project is designed to develop a strategic guide, "EVIN", Initial Needs Assessment, which serves as a practical, fast and objective instrument to obtain real data through a format that allows recording quantitatively or qualitatively the technical survey of information on damage to people, material goods and the environment; The collection of information will be carried out through public and private entities and trained people. It is also aimed at students of the Technical University of Cotopaxi of the Environmental Engineering career, through the results obtained and analyzed, the authorities in charge of risk management will determine and address the needs of the affected or damaged areas by the possible impacts generated by adverse events, whether anthropogenic or natural; EVIN will be applied after the disaster, in the first 12 hours after the event, since in the initial hours of the event, work is done with insufficient information and in the midst of uncertainties, which is why the "EVIN" Guide has the fundamental purpose of serving as support in the strategic analysis to provide humanitarian assistance and mitigate risks in the city of Latacunga, province of Cotopaxi. | |
| dc.description | El presente proyecto está elaborado con el fin de realizar una guía estratégica, “EVIN”, Evaluación Inicial de Necesidades, que sirva como un instrumento práctico, rápido y objetivo, para obtener datos reales mediante un formato que permita registrar de forma cuantitativa o cualitativamente el levantamiento técnico de información de daños a las personas, bienes materiales y medio ambiente; la recopilación de la información la realizarán a través de entidades públicas, privadas y personas capacitadas, también está dirigido para los estudiantes de la Universidad Técnica de Cotopaxi de la carrera de Ingeniería en Medio Ambiente, mediante los resultados obtenidos y analizados, las autoridades encargadas de gestionar el riesgo determinarán y atenderán las necesidades de las zonas afectadas o damnificadas por los posibles impactos generados por eventos adversos sean antrópicos o naturales ; EVIN, se aplicará después del desastre ,en las 12 primeras horas posterior al evento ya que en las horas de inicio se trabaja con insuficiente información y en medio de incertidumbres razón por la cual la Guía “EVIN”, tiene el propósito fundamental de servir como apoyo en el análisis estratégico para brindar asistencia humanitaria y mitigar los riesgos en la ciudad de Latacunga, provincia de Cotopaxi. | |
