| dc.description | Este trabalho consiste na análise do processo de intermediação, entre sociedade civil e poder público, realizado pela Comissão de Urbanização, Transportes e Habitação da Câmara Municipal de Porto Alegre com relação às demandas habitacionais apresentadas pelas comunidades do Município no período de 2005 a 2008. O presente estudo mostra a problemática da habitação em Porto Alegre, tema mais recorrente no âmbito das Comissões Permanentes da CMPA, através de exemplos de comunidades que procuraram a CUTHAB nesse período para fins de solução de seus problemas habitacionais junto aos órgãos do Executivo. Com isso, pretende-se mostrar um papel exercido pelo Poder Legislativo Municipal que é desconhecido por grande parte dos cidadãos e apresentar o Legislativo local como um espaço democrático e aberto à participação da população na discussão e na busca de solução para os seus problemas. Através da análise dos trabalhos realizados pela CUTHAB, é demonstrada a importância desse espaço de abertura que a Câmara oferece às comunidades da Cidade e a importância social e política que possui o Poder Legislativo Municipal. | |
| dc.description | This paper consists of an analysis of the process of intermediation between civil society and the government, developed by the Urbanization, Transports and Housing Commission of the city council of Porto Alegre in relation to the housing demands presented by the communities of the city in the period between 2005 and 2008. The present study shows the housing problematic in Porto Alegre, the most frequent subject in the Permanent Commissions of the city council of Porto Alegre, through the examples of communities that searched for the Urbanization, Transports and Housing Commission in this period so as to solve their housing problems together with the executive organs. By this, it's intended to show a role performed by the local legislative power which is unknown by a great part of the citizens and to present the local legislative as a democratized place open to the participation of the population in the discussion and search of a solution to their problems. Through the analysis of the work developed by the Urbanization, Transports and Housing Commission, it's shown the importance of such an open space that the city council of Porto Alegre offers the city communities and the social and political importance that the local legislative power owns. | |
