dc.descriptionThe objective of this essay is to analyze some aspects of the Organic Law project of the Association of Archivists Professionals, through the study of the legislative file number 19389 in order to highlight several present disagreements. The omissions in the legislative process of consultations are exposed, characterization of the various professional’s archivists incorporated in another professional school, conflicts with the Law of the National System of Archives and other legislation. In addition, it is exposed the training of two organizations that present certain incongruities on this one: Costa Rican Association of Archivists (ACA, by its Spanish name) and the Interagency Commission of Heads of Public Sector Archives (CIAP, by its Spanish name); based on the number of members of both organizaciones and the administration and extinction of the second, the difficulty for the consolidation of an exclusive school is inferred. In addition, the Commission for the Creation of the Association of Archivists Professionals (CO-COLPROA, by its Spanish name) is considered, since it was the group that developed the project. In conclusion, three possible options are indicated: a) acceptance, b) requesting revision, or c) proposing a new replacement text.en-US
dc.descriptionEl objetivo de este ensayo es analizar algunos aspectos del proyecto Ley Orgánica del Colegio de profesionales en Archivística, a través del estudio del expediente legislativo número 19389 con el fin de evidenciar varias disconformidades presentes. Se exponen las omisiones en el trámite legislativo de consultas, caracterización de los diversos profesionales, situación de los archivistas incorporados en otro colegio profesional, conflictos con la Ley del Sistema Nacional de Archivos y otra legislación. Asimismo, se expone la formación de dos organizaciones que presentan ciertas incongruencias sobre éste: la Asociación Costarricense de Archivistas (ACA) y la Comisión Interinstitucional de Jefes o Encargados de Archivos del Sector Público (CIAP); y en base a la cantidad de miembros de ambas organizaciones y la administración y extinción de la segunda, se infiere la dificultad para la consolidación de un colegio exclusivo. Además, se considera la comisión para la creación del Colegio de profesionales en Archivística (CO-COLPROA), dado que fue el grupo que elaboró el proyecto. En conclusión, se indican tres posibles opciones: a) aceptación, b) solicitar revisión, o c) plantear un nuevo texto sustitutivo.es-ES
