| dc.description | A presente pesquisa empreende uma análise retórico-discursiva das normas da Responsabilidade de Proteger, tendo como marco temporal o ano de 2011 e como âmbito político o Conselho de Segurança da ONU. O objetivo principal é explorar as eventuais transformações por que passaram tais normas em decorrência de sua mobilização no Conselho por ocasião das sublevações ocorridas na Líbia e na Síria naquele ano, sucessivamente. Para tanto, avança-se uma noção expandida de norma como processo interpretativo que desempenha funções diversas na retórica política, que vão desde a definição de uma situação até a eleição e a avaliação de cursos de ação. O primeiro capítulo fundamenta este entendimento do conceito de norma. Em seguida, realiza-se a demarcação dos discursos que disputam a significação do domínio social das intervenções humanitárias, bem como a ordem do discurso por eles composta. O terceiro capítulo investiga os usos argumentativos a que as normas estiveram sujeitas nos casos em apreço. Conclui-se que houve o acirramento das disputas discursivas bem como o enfraquecimento das normas da Responsabilidade de Proteger como recurso argumentativo de um caso para outro.<br> | |
| dc.description | Abstract : This research undertakes a rhetorical-discursive analysis of the Responsibility to Protect norms, within the time frame of 2011 and the political field of the Security Council of UN. The main objective is to explore the possible changes that such norms have been gone through due to their mobilization in the Council during the upheavals occurring in Libya and Syria that year, successively. To this end, it is advanced an expanded notion of norm as interpretive process that performs varying functions in the political rhetoric, ranging from the definition of a situation to the election and evaluation of courses of action. The first chapter lays the foundation of this understanding of the concept of norm. Then, it is carried out the demarcation of speeches that dispute the signification of the social domain of humanitarian interventions, so as the order of discourse composed by them. The third chapter investigates the argumentative uses to which the norms have been subject in the cases under consideration. It is concluded that the discursive disputes have been intensified and that the Responsibility to Protect norms have been weakened as argumentative appeal from a case to another. | |
