This is when the strategic plan was formulated (although not published until 1989), when the EPR was executed, and when R.A. Fischer, himself an agronomist and physiologist, became Director of the Wheat Program. CIMMYT's efforts before 1988 in wheat agronomy and physiology are adequately covered in the historic perspective (Chapter 2) of this Special Report.
