| dc.description | La presencia de los derechos humanos como eje fundamental del proceso de integración del Mercosur es cada vez más notoria y significativa. A la creación de espacios institucionales específicos, como la Reunión de Altas Autoridades en Derechos Humanos del Mercosur y el Instituto de Políticas Públicas en Derechos Humanos del Mercosur, se han sumado diversos instrumentos, incluídos algunos sobre medio ambiente, que conforman un marco que permite avanzar en la consolidación de la dimensión social del proceso y en la construcción progresiva de la ciudadanía del Mercosur. Sin embargo, se observan ciertos obstáculos en el camino hacia los objetivos que aún falta alcanzar. | |

Added to the creation of specific institutional spaces, such as the Meeting of the High Authorities in Human Rights of Mercosur and the Institute of Public Policies in Human Rights of Mercosur, are various other instruments, including some regarding the environment, which make up a framework that allows progress towards the consolidation of the social dimension of the process and the progressive construction of Mercosur citizenship.
