dc.descriptionIt is known the great influence of the Triple Helix of the University, the Government and the Company on innovation and technological development, and the impact of this on the economic development of nations. However, in our country, this aspect is not fully recognized, with no efficient mechanisms for coordination, as it can be done by a Ministry of Science and Technology. Peru spends only 0.15% of GDP for research and technological development, while Chile spends more than three times that percentage, 0.5%. Crucial aspects for this deficiency is the lack of strategic and productive routing by the Peruvian Government; the lack of institutional recognition of the importance of innovation and technological development, the crisis of Peruvian universities, especially public ones.The conclusions here proposed are in relation to the implementation of the strategic and productive routing by the Peruvian Government, which would give effectiveness and relevance to the National System of Science, Technology and Innovation (SINACYT). Furthermore, the elevation of CONCYTEC as governing body and SINACYT as ministerial entity, creating an inter-university research subsystem to improve the efficiency and relevance of research in public universities. dc.descriptionSe conoce la gran influencia de la Triple Hélice de la Universidad, el Estado y la Empresa en la innovación y desarrollo tecnológico, y el impacto de este en el desarrollo económico de las naciones. Sin embargo, en nuestro país, este aspecto no se termina de reconocer, no existiendo mecanismos eficientes para dicha coordinación, como lo puede constituir un Ministerio de Ciencia y Tecnología. Perú destina solo el 0.15% del PBI a la investigación y al desarrollo tecnológico, mientras que Chile destina más de tres veces dicho porcentaje, el 0.5%. Aspectos cruciales para esta deficiencia es la falta de direccionamiento estratégico y productivo por parte del Estado peruano; falta de reconocimiento institucional sobre la importancia de la innovación y desarrollo tecnológico, crisis de las universidades peruanas; en especial, las públicas. Se proponen conclusiones en relación a la aplicación del direccionamiento estratégico y productivo por parte del Estado peruano, que daría eficacia y pertinencia al del Sistema Nacional de Ciencia, Tecnología e Innovación (SINACYT). Además, la elevación del rango del CONCYTEC como entidad rectora del SINACYT a entidad ministerial, la creación de un subsistema de investigación interuniversitaria para mejorar la eficiencia y pertinencia de la investigación en las universidades públicas. Cumplidas las condiciones anteriores, se puede mejorar la coordinación Universidad - Estado - Empresa e incrementar sus posibilidades de impactar positivamente en el desarrollo nacional.es-ES
