| dc.description | Diferentes formas de representação política que ocorrem fora dos espaços tradicionais da política eleitoral e da democracia parlamentar representativa têm sido objeto de estudos nas áreas de ciência social e política. Quais são as experiências e os possíveis conceitos a serem pensados para traduzir estes novos espaços estão em pauta entre os teóricos da representação política, especialmente no caso brasileiro. O objetivo desta dissertação é identificar e analisar de que maneira a presença e atuação dos delegados dos municípios pequenos conseguem garantir a representação dos seus municípios nas etapas das conferências posteriores e com isso defender as demandas de suas realidades. A questão perseguida é como esta representação ocorre na esfera estadual e nacional e se esta representação mantém a capacidade de inclusão de novos sujeitos e demandas. Conceitos como o de democracia, participação e representação política de teóricos contemporâneos são considerados bem como o conceito de conferências públicas, comumente vinculadas aos conselhos gestores. Para a realização desta pesquisa foram acompanhadas as Conferências de Saúde e Assistência Social realizadas ao longo do ano de 2011 nos municípios de Corupá, Massaranduba, São João do Itaperiú e Schroeder, todos os municípios situados no Nordeste do Estado de Santa Catarina e com população inferior a vinte mil habitantes, e por isso considerados municípios de pequeno porte. Algumas características e indicadores de saúde e de assistência social destes municípios são destacados para ajudar na análise. A presença e atuação nas Conferências Estaduais e Nacionais de Saúde e Assistência Social dos delegados eleitos nas conferências municipais destes municípios foram analisadas, indicando que a presença e a representação política dos Municípios de Pequeno Porte nas Conferências de Políticas Públicas, embora indiquem positivamente para questões sobre a legitimidade da representação política nestes espaços, também aponta problemas que precisam ser considerados e devidamente aprofundados, o que motiva a construção de mais estratégias metodológicas e teóricas para lidar com essas e outras questões.<br> | |
| dc.description | Abstract : Different forms of political representation occur outside of the traditional spaces of the electoral politics, and of the representative parliamentary democracy, have been object of studies in the political and social areas. Which are the experiences and the likely concepts to be analyzed in order to translate these new spaces are in the agenda of the theoreticians of the political representation, especially in the Brazilian case. The objective of this work is to identify and analyze in which way the presence and actions the delegates of the small counties can achieve in the representation of their municipalities in the consequent conferences stages and thus defend the demands of their reality. The question followed is how this representation happen in the national and state spheres and if this representation maintains the inclusion capacity or if the new subjects and demands. Concepts as democracy, participation, and political representation from contemporary theoreticians are considered, as well as the concept of public conferences, commonly linked to management councils. In order to carry out this research, the Conferences in Health and Social Assistance were followed, which took place along the year 2011, in the cities of Corupá, Massaranduba, São João do Itaperiú and Schroeder, all those municipalities in the Northeastern Region of the state of Santa Catarina and all having a population of less than twenty thousand inhabitants therefore being considered medium sized municipalities. Some features and indicators for health and social assistance in these municipalities are highlighted to help in the analysis. The presence and action in the National and State Conferences in Health and Social Assistance of the delegates elected in the county conferences in these municipalities were analyzed, indicating that the presence and political representation of the Medium Size Municipalities in the Public Policies Conferences, while indicating positively to questions about the legitimacy of the political representation in these spaces, also points out problems that need to be considered and seriously studied, which motivates the construction of more theoretic and methodological strategies to deal with these and other questions. | |
