dc.description.abstractThe main goal of this dissertation is to evaluate whether the disproportion between male and female legislators in the legislative committees set up a gender bias. Its specific objectives are: to determine the extent to which gender is a relevant variable in explaining access to political resources, which would allow to qualify, appropriately, the gendered nature of the legislative organization; re-evaluate women's access to political resources, considering not only the percentages for these groups, but also the available procedural features to this political minority, from the analysis of different organizational arrangements; verify, from a comparative approach, which factors can interact with gender to correct or deepen gender inequalities. Therefore, I developed a comparative analysis of Budget, Constitution, Education and Welfare committees in the Argentinian, Brazilian and Uruguayan Lower Chambers. The results indicate that gender is relevant for the assignment to Social Welfare committees, whose jurisdictions reproduce traditional "feminine" activities. In addition, the results confirm the findings of previous analyzes, which indicate the relevance of expertise for the assignment to legislative committees. That is, one can not claim that the disproportion between men and women in the Constitutio, Budget an Education committees results from a gender bias, but from other characteristics associated with legislators backgrounds.
