dc.description.abstractCurrent practices of urban planning in Brazil are reinforcing the capitalist basis of real estate market and consolidating the historical process of social exclusion. As one of the results of this process emerge various forms of resistances. In an attempt to avoid the manifestations, the government and the media begin to present the risks present in the protests, spreading fear and uncertainty. This paper discusses the issue of urban conflict related to the idea of territory and power. It assumes that uncertainty, the main cause of insecurity, is the most decisive instrument of power (Bauman, 2013). And assumes territory concept as something defined and limited by Power relations (Souza,2009). For this, uses data cataloged by Urban Conflict Observatory of Belo Horizonte from January 2010 to December 2017.
