dc.description.abstractThe Institutional Strategic Plan is a management tool that serves as a link between the aspirations of sustainable development of the territory and the activities that the Rural Parochial Decentralized Autonomous Government (GAD) can really do. The objective of this curricular integration work was the elaboration of an institutional strategic plan for the GAD located in a rural parish called El Altar, in Penipe, province of Chimborazo, which has not updated the mission, vision, strategic objectives, strategies, goals, performance indicators, results, which are essential to achieve effective management, efficient use of public resources. The research approach applied was a mixed approach (qualitative and quantitative), collecting information from the population, authorities, and officials of the GAD in El Altar, where the quantitative data was analyzed and linked in order to respond to the approach, for which a data collection was carried out that served to define the variables through techniques such as interviews, observation and a document review in order to obtain the expected results. From the analysis of the surveys applied to the population, authorities, and officials of the GAD in El Altar, it was established that citizen participation is essential, as there is evidence of a high commitment to support the processes of the GAD in El Altar. The institutional strategic diagnosis was carried out through the SWOT tools, checklist and PESTEL. Additionally, some surveys were applied to the population, authorities, and officials to establish that the GAD in El Altar is used to develop a plan, with most of its processes developed, articulated, and coordinated with the population. For this reason, these planning tools were delivered to the authorities of the GAD in El Altar to be reviewed, analyzed, and implemented
