dc.description.abstractThis investigation aimed to verify which attributes, according to the principles of public administration, are considered in the choice of a no-bid contract in public organizations due to bidding waiver. The central idea of our thesis is that the attributes present in the principles of public administration which determine public agents` decision to skip a bidding process in their acquisitions are: speed, economy and quality. The investigation included a case study with an embedded focus on 14 management units of the University of the State of Mato Grosso (Unemat), through the creation of a list of qualitative and quantitative evidences which are representative of the adoption of no-bid contracting at the university due to bidding waiver. The review of the theoretical and empirical literature, as well as the document analysis, together with the application of questionnaires and interviews with the actors involved in the initial stages of the acquisition process constitute the path taken by the study. As a result, it was found that the practice of bidding waiver, as a form of acquisition, had the fundamental objective of making the acquisition processes faster and cheaper. Throughout the research, it was evidenced that speed and economy were the key attributes that influenced no-bid acquisition processes. Thus, our thesis contributes to the existing empirical literature on the attributes observed in the principles of public administration that motivate the adoption of bidding waiver contracting. Based on the theory of principles, this study explains public agents`decision-making processes through the weighing of the respective attributes related to the principles of public administration.
