Vulneración de Derechos de Participación Ciudadana y Control Social ante la posible eliminación del Consejo de Participación Ciudadana y Control Social

Abstract

En el presente trabajo de titulación analizaremos la factibilidad y los posibles efectos que provocaría la eliminación del Consejo de Participación Ciudadana y Control Social, en relación con los derechos de participación ciudadana y control social consagrados en nuestra Constitución. Examinaremos si los medios que se quieren emplear para suprimir esta institución son legales, y, si es constitucional o se vulnerarían estos derechos constitucionalmente otorgados a los ciudadanos; así mismo conoceremos la historia de esta institución, y los conceptos claves este tema emitidos por conocedores de estos derechos y su importancia para la sociedad, trataremos cuales son los deberes y las atribuciones de este órgano estatal que han llevado a un debate a escala nacional sobre si debería eliminarlo o no. También veremos la importancia y los aportes que traería utilizar nuevos métodos digitales para incentivar a la ciudadanía a hacer goce de los mecanismos de participación ciudadana y control social que tenemos a disposición.

In this degree work we will analyze the feasibility and possible effects that the elimination of the Council for Citizen Participation and Social Control would cause, in relation to the rights of citizen participation and social control enshrined in our Constitution. We will examine whether the means to be used to suppress this institution are legal, and whether it is constitutional or would violate these rights constitutionally granted to citizens; Likewise, we will know the history of this institution, and the key concepts on this issue issued by those who are aware of these rights and their importance for society, we will discuss what are the duties and powers of this state body that have led to a nationwide debate on whether I should delete it or not. We will also see the importance and the contributions that using new digital methods would bring to encourage citizens to enjoy the mechanisms of citizen participation and social control that we have at their disposal.
