Celeridad y Eficacia en los Procesos Administrativos Ambientales – Ministerio de Ambiente y Agua, Guayaquil 2021

Abstract

El estudio sobre la celeridad y eficacia en los procesos administrativos por parte del Ministerio de Ambiente en Guayaquil, se lleva a cabo con base en la necesidad de protección ambiental, y la plena vigencia de los derechos; la importancia del debido proceso y la tutela judicial efectiva. El objetivo principal de la investigación es analizar las repercusiones de la inobservancia a los principios de Celeridad y Eficacia en los procesos administrativos en el Ministerio de Ambiente Agua y Transición Ecológica. Entre los resultados están la falta de organización administrativa lo cual genera una acumulación de procesos y la necesidad de crear un agente externo que ayude a evacuar la carga procesal que sufre el Ministerio de Ambiente. Se recomienda una constante fiscalización hasta sanar los problemas que acarrea esta entidad.

The study of speed and efficiency in administrative processes by the Ministry of the Environment in Guayaquil, is carried out based on the need for environmental protection, and the full validity of rights; the importance of due process and effective judicial protection. The main objective of the investigation is to analyze the repercussions of the non-observance of the principles of Speed and Efficiency in the administrative processes in the Ministry of Environment, Water and Ecological Transition. Among the results are the lack of administrative organization, which generates an accumulation of processes and the need to create an external agent to help evacuate the procedural burden suffered by the Ministry of Atmosphere. Constant supervision is recommended until the problems caused by this entity are healed.
