ANÁLISIS COMUNICACIONAL ENTRE LOS GOBIERNOS AUTÓNOMOS DESCENTRALIZADOS DE LA PROVINCIA DEL GUAYAS Y LOS ORGANISMOS GUBERNAMENTALES

Abstract

Previo a la realización del presente proyecto de titulación se realizó un estudio minucioso para obtener una hipótesis sobre los conflictos comunicacionales existentes entre instituciones y poder llegar al tema “Análisis comunicacional entre los gobiernos autónomos descentralizados de la provincia del Guayas y los organismos gubernamentales”. La realización de entrevistas a varios representantes de entidades públicas, encuestas a pobladores y conversatorios con otros, permitió determinar el problema principal que consiste en las malas relaciones interinstitucionales entre municipios, ministerios y prefectura lo que afecta el desarrollo institucional y comunitario. Como propuesta se plantea un vínculo comunicacional entre instituciones con relevancia social que permita generar enlaces directos entre organismos y sociedad con la presentación de proyectos participativos con más frecuencia, tomando en cuenta que antes se elaboraban proyectos que tenían muy buena acogida.

This investigation was carried out in order to obtain a hypothesis about the communicational conflicts, which exist between institutions and the topic of this investigation is "communication analysis between the decentralized autonomous governments of Guayas province and government agencies." The interview in this research was done with the representatives of public institutions, statistics and interviews from this research allowed us to determine the main problem of poor inter-institutional relations between municipalities, ministries and prefecture, which affects institutional and community development. As a proposal of this research is a communication relationships between institutions with social relevance, which gives the opportunity of having the direct connection between organizations and society for the presentation of participatory projects, taking into account that previous projects were already developed and accepted.
