Estudio de factibilidad para la implementación de la zona especial de desarrollo económico comercial en el cantón Huaquillas Provincia del Oro

Abstract

La presente investigación nos permitió formular el estudio de factibilidad para la Implementación de una Zona Especial de Desarrollo Económico (ZEDE) en el cantón Huaquillas provincia de El Oro, con el cual se pretende reducir el nivel de desempleo que existe en esta localidad. Para este propósito la investigación se centró en la creación de una ZEDE, la misma que permitirá la creación de nuevas fuentes de empleo para los habitantes del cantón, puesto que debido a la falta de oportunidades que existen en la localidad un sinnúmero de habitantes se dedican a las actividades ilícitas tales como el tráfico de combustible. Por tal motivo otro de los beneficios de este proyecto, además de la reactivación económica, será el de ayudar a combatir la fuga de combustible, esto gracias a que la ciudadanía podrá ejercer actividades lícitas dentro de la ZEDE y de esta manera evitará poner en riesgo su integridad humana y la de su familia. Cabe indicar que la ZEDE contará con el apoyo del Gobierno Autónomo Descentralizado del Cantón Huaquillas y será controlada por el Ministerio de Producción y el Servicio Nacional de Aduanas del Ecuador, quienes garantizarán su correcto funcionamiento. Por otro lado es importante destacar que un manejo adecuado de la ZEDE permitirá que esta siga funcionando por tiempo indefinido, por el contario un mal manejo dará lugar a sanciones por incumplimientos, mismas que son drásticas y severas, según se describe en el marco legal del Código Orgánico de Producción Comercio e Inversiones.

This research allowed us to formulate the feasibility study for the implementation of a Special Economic Development Zone (ZEDE) in the canton Huaquillas, with which it is intended to reduce the level of unemployment in this town. For this purpose the research focused on the creation of a ZEDE, the same that will create new jobs for the inhabitants of the canton, as that due to the lack of opportunities in the town countless inhabitants work illicit activities such as trafficking in fuel. For that otherwise the benefits of this project in addition to the economic recovery, will be to help combat fuel leak, this thanks to the citizenry can exercise legal activities within the ZEDE and thus avoid jeopardizing their human integrity and that of his family. It should be noted that the ZEDE be supported Decentralized Autonomous Government of Canton Huaquillas and will be controlled by the Ministry of Production and the National Customs Service of Ecuador, who ensure their proper functioning; on the other hand it is important that proper management of ZEDE allow this to continue operating indefinitely, by the contrary mismanagement will lead to sanctions for breaches, same that are drastic and severe, as described in the legal framework of Production Code of Trade and Investment.
