Abstract

La gran cantidad de contenedores que ingresan a los depósitos públicos para ser sometidas al proceso de aforo físico fue tomado como tema de estudio para la elaboración de esta tesis, buscando de la mejor forma generar una ayudar y guía de fácil uso a los agentes de aduana y sus operadores ya que este grupo de Oce´s no tienen el firme conocimiento de todo lo que conlleva realizar aforo de mercancía según sus bultos y contenedor, lo que busca este manual es permite minimizar los tiempos al momento de realizar este proceso operativo sin embargo; En algunos deposito el proceso de aforo es muy diferente ya sea por el tipo de ubicación del almacén y sus normas de seguridad vigentes, este manual ayudara en gran cantidad a disminuir el descontento y la de los agentes de aduana al no poder retirar la mercancías en el menor tiempo posible para cumplir con lo requerido por parte del importador y no le genere más gastos innecesarios, por tal motivo se enfatizó en la elaboración de un manual para aforo físico de carga contenerizada dirigida especialmente a los agentes de aduana y que les sirva como guía en todo el proceso que se realiza de manera concurrente al momento del proceso establecido, la propuesta del manual de procedimiento para mejorar la manera de proceso en el aforo físico fue aceptado de manera agradable y positiva según las encuestas a un número determinados de agente de aduana y auxiliares de Guayaquil, todo esto con la búsqueda reducir de manera considerablemente los tiempos de salida de las cargas con canal de aforo físico y que los importadores puedan cumplir con el plazo en su logística.
