| dc.description | Three decades ago, following a constitutional reform, municipalities in Argentina went from being administrative delegations to enjoying full autonomy. With the passage of time, the lack of modernization at the local level and the arrival of the pandemic caused by COVID-19 have led to the emergence of new demands and social expectations. In this scenario, the analysis of the management and restructuring of municipal government priorities is of vital importance. In this article, the authors analyze, on the basis of a field research carried out during the second semester of 2020 and the first semester of 2021, the management of four municipalities in the south of the Buenos Aires conurbation. To this end, they base their analysis, among other criteria, on the planning and evaluation of results; the design of organizational structures; and the definition of priorities, sectoral objectives and tasks in terms of public employment. In addition, they reflect on possible alternatives to improve the institutional capacity of these governments and question the structural limits that operate as a barrier to such improvement. | |
| dc.description | Desde hace tres décadas, a raíz de una reforma constitucional, los municipios en Argentina pasaron de ser delegaciones administrativas a gozar de plena autonomía. Con el paso del tiempo, la falta de modernización a nivel local y la llegada de la pandemia causada por el COVID-19 han hecho florecer nuevas demandas y expectativas sociales. En este escenario, el análisis de la gestión y la restructuración de prioridades de los gobiernos municipales resulta de vital importancia. En el presente artículo, los autores analizan, sobre la base de una investigación de campo realizada durante el segundo semestre del 2020 y el primero del 2021, la gestión de cuatro municipios del sur del conurbano bonaerense. Para ello, basan su análisis, entre otros criterios, en la planificación y evaluación de resultados; el diseño de estructuras organizativas; y la definición de prioridades, objetivos sectoriales y tareas en materia de empleo público. En adición, reflexionan sobre posibles alternativas para mejorar la capacidad institucional de estos gobiernos y cuestionan los límites estructurales que operan como barrera para dicho mejoramiento. | |
