dc.descriptionThe Rural Potable Water Program has been implemented for 50 years by the Government of Chile - assuming direct financial commitment since 1994 - which along with organized rural communities has been successful in providing potable water to these communities. Therefore, the subsidiary role of the State and the community management by locals has been the key element of this program. However, there is an institutional weakness and regulations that do not allow a better management of this program; hence, there are different challenges such as rural sanitation. For this reason, there is discussion over a draft law which seeks reforms and provides institutional and regulatory elements to the sector –incorporating sanitation– through the “Rural Sanitation Services”.en-US
dc.descriptionEl Programa de Agua Potable Rural lleva más de 50 años de haber sido implementado por el Estado de Chile – asumiendo el compromiso presupuestario directo desde 1994- que en conjunto con la comunidad rural organizada ha sido exitoso en el abastecimiento de agua potable a las localidades rurales. Luego, el rol subsidiario del Estado y la gestión comunitaria por parte de los actores locales han sido elementos claves para la vigencia de este programa. Sin embargo, existe una debilidad institucional y normativa que no permite gestionar de una mejor manera dicho programa; por eso, se han asumido diferentes desafíos como por ejemplo el saneamiento rural. Por esta razón, actualmente se discute un proyecto de ley que busca reformar y dotar de institucionalidad y normativa al sector – incorporando el saneamiento- a través de los “Servicios Sanitarios Rurales”.es-ES
