dc.descriptionIn 2017, the right of potable water was incorporated in our Constitution. This research seeks to identify the problem of the realization of the right to potable water in the peruvian reality and the normative impact from its incorporation in the Constitution, with an emphasis on the current situation in the context of the pandemic caused by COVID-19.  An analysis will be made of the role of rights in the model of Constitutional State Governed by Rule of Law, as well as of international standards and comparative experience at both the normative and jurisprudential levels. Finally, public policies and the normative and jurisprudential development of the right to potable water in Peru will be developed, culminating in the proposal to establish a constitutionally protected minimum of the right to potable water as a formula for its realization.en-US
dc.descriptionEn el año 2017 se incorpora el derecho al agua potable en nuestra Constitución. En esta investigación se busca identificar el problema de la efectivización del derecho al agua potable en la realidad peruana y el impacto normativo a partir de su incorporación en la Constitución, con énfasis del estado actual de las cosas en el contexto de la pandemia ocasionada por el COVID-19.  Se llevará a cabo un análisis del rol que cumplen los derechos en el Estado Constitucional de Derecho, así como de los estándares internacionales y de la experiencia comparada tanto a nivel normativo como jurisprudencial. Por último, se realizará un análisis de las políticas públicas, el desarrollo normativo y la jurisprudencia sobre el derecho al agua potable en el Perú, de modo que culminaremos con la propuesta de establecer un mínimo constitucionalmente protegido del derecho al agua potable como fórmula para su efectivización.es-ES
