dc.descriptionThe purpose of the following article is to analyze the problem of land tenure insecurity in rural areas of Latin America. This insecurity translates into the lack of a legal title that accredits a legitimate property right. The author argues that this problem has its origin in the deficiency of the registry systems, the limitation of agrarian reform programs and, mainly, the need for efficient legislation on the subject. This scenario has been affecting an incalculable number of peasants who, in most cases, occupy land without a secure title of ownership and, consequently, without the privilege of a formal registry and the possible exercise of a property right that has been denied to them for historical, legal and political reasons. The author mentions that a possible solution lies in a legislative modification that would help in the legal procedures for granting and registering property titles, as well as strengthening agrarian reform and the training of officials in charge of granting titles.en-US
dc.descriptionEl propósito del siguiente artículo es analizar la problemática que representa la inseguridad en la tenencia de la tierra en áreas rurales de América Latina. Esta inseguridad se traduce en la carencia de un título legal que acredite un derecho de propiedad legítimo. El autor argumenta que dicho problema encuentra su origen en la deficiencia de los sistemas registrales, la limitación en los programas de reforma agraria y, principalmente, la necesidad de una legislación eficiente sobre el tema. Este escenario viene afectando a un número incalculable de campesinos quienes, en la mayoría de los supuestos, ocupan las tierras sin un título seguro de dominio y, en consecuencia, sin el privilegio de un registro formal y el posible ejercicio de un derecho de propiedad que se les ha negado por causas históricas, legales y políticas. El autor menciona que una posible solución se halla en una modificación legislativa que coadyuve en los procedimientos legales para otorgar y registrar los títulos de propiedad; así como, fortalecer la reforma agraria y la capacitación de los funcionarios encargados de otorgar los títulos de dominio.es-ES
