Over the last twenty years there has been well-structured vocational education and training (VET) in Spain involving both employer associations and trade unions. The model was built in 1992, after the first National Agreement for Vocational Education was signed. This added the agreement of trade unions and employers to the system of vocational education until the end of 2012.
