dc.description.abstractWe start with a prompt introduction on an emerging concept in bioethics and its claim on new medical science, in the aftermath of how it has reached Brazil. We intend to show that the use of the concept may has employed as an instrument of dominance and power maintenance by the National Health Council, when this advisory body has become a normative entity attached to the Ministry of Health. It sets up a configuration support, such as the National Research Ethics Committee (CONEP) and the Ethics Research Committee (CEP) from a nationwide in higher education institutions. The concepts of bioethics have been institutionalized to all areas of science by means of resolutions and created Plataforma Brazil where all researches should be recorded and followed up. Since Resolution 196/96, there has been a firm resistance from Humanities and Social Sciences -CHS, demanding a code of ethics in line with their social realities. In 2015, the Federal Senate issued the bill 200/2015 with new clinical research ethics, threatening the power of CNS / CONEP. This one, in turn, has opposed fierce resistance to its approval. In 2016, the CNS responded to the CHS propositions on ethics through Resolution 510/2016, which, in our understanding, was a political stance by the CNS to attract the support of the CHS in their crusade against the bill. In all sorts of disputes, Geography is absent.
