dc.descriptionWith a selective reference is pointed out how the domestic and external public debt affectsthe saving decisions and the financial markets through the optimum tax policy. After that thebehaviour of the domestic and external public debt and also the external private debt is studiedthrough the data. The roll of the Colombian pension fond to finance the public deficit is explained.An overlapping generation model is constructed with the most important Colombian stylizedfacts. The theoretical model is calibrated for 12 generations, 12 periods each one of 5 years.The labour life of the individuals is ten periods and the pension periods are two. The behaviourof the household economies and productive sector are studied with respect to the previousassumptions. The labour productivity, both by experience and between generations, isestimated in order to calibrate the model. The public and private debt and economic growthsimulations are conducted with the Colombian parameters in 2005. The simulations are realizedchanging: i) the total factor productivity; ii) external interest rate; and iii) the public expenditure.en-US
dc.descriptionSe parte de una revisión bibliográfica selectiva, en la que se muestra como la deuda pública interna y externa afectan tanto las decisiones de ahorro como el mercado de capitales de las economías a través de la política tributaria óptima. Luego se analizan las estadísticas sobre la evolución de la deuda pública, interna y externa, y de la deuda privada externa en Colombia, además de precisar el papel financiero que han tenido los recursos de los fondos de pensiones en cuanto a la financiación del déficit fiscal.Con base en los hechos estilizados para la economía colombiana se construye un modelo teórico de generaciones traslapadas. Para calibrar el modelo teórico de 12 generaciones, que considera también 12 períodos de 5 años, diez de actividad laboral y dos de pensionados, se estudia tanto el comportamiento de las economías domésticas como el del sector productivo. También para calibrar el modelo (replicar las condiciones más relevantes de la economía colombiana) se estima la productividad laboral por experiencia laboral, como entre generaciones. Para calcular las simulaciones sobre el endeudamiento público y privado y del crecimiento económico se construye un escenario base según las condiciones económicas y los parámetros de la economía colombiana del año 2005. Las simulaciones se realizan para cambios en: i) la productividad total factorial; ii) la tasa de interés interna; y iii) el gasto público.es-ES
