This article presents the evolution of urban drainage systems to the present moment where sustainable urban rainwater management systems become the desirable paradigm as a solution that articulates urban form and drainage with great evolution in developed countries. The aspects related to land use legislation and to basic sanitation are analyzed to verify how technical aspects and normative basis interact. The case studied is that of Brazil's Federal District, its legal basis and concepts and techniques of urban planning and rainwater management adopted. As a result, the example analyzed shows that the introduction of structural and non-structural measures for the sustainable management of rainwater is the path to be used in order to cope with the problems of urban flooding, but there is still resistance in the governmental scope to adopt unorthodox methods that integrate territorial management with drainage solutions.
