Articulação da rede socioassistencial no Sistema Único da Assistência Social: apontamentos a partir dos percursos de uma experiência municipal

Abstract

Trata-se de um estudo qualitativo que versa sobre a temática da Articulação da Rede de Socioassistencial na Política de Assistência Social. Parte-se da compreensão que a partir da implementação de serviços, programas, projetos e benefícios de forma articulados evitar-se-á a sobreposições e paralelismo de ações, contribuindo para minimizar a histórica fragmentação característica da área da Assistência Social brasileira. O estudo tem como o objetivo geral: Refletir sobre o processo de implementação da Articulação da Rede Socioassistencial do SUAS no município de Taió. Objetivos específicos consistem em: Identificar como a Articulação da Rede Socioassistencial é orientada a partir dos documentos que dão sustentabilidade à implementação da PNAS; Conhecer quais são as estratégias utilizadas para implementação da Articulação da Rede Socioassistencial no município de Taió; Verificar se existe a construção de ferramentas que auxiliam a operacionalizar da Articulação da Rede Socioassistencial. A Articulação da Rede Socioassistencial é considerada um processo desafiante e um mecanismo estratégico para oferta do direito à Assistência Social. Para análise do processo de implementação da Articulação da Rede Socioassistencial no cotidiano de trabalho elegeu-se como campo de pesquisa o município de Taió, pois apresentava uma operacionalização diferenciada em relação às demais cidades catarinenses. O grupo focal foi o procedimento metodológico adotado, utilizando-se para delimitação dos sujeitos o critério de amostra não probabilística. Para responder o objetivo geral e alcançar os objetivos específicos, foram realizados dois grupo focal que abarcavam os Burocratas de Médio Escalão e de Nível de Rua que são responsáveis por implementar a Política Municipal de Assistência Social de Taió. Nessa direção, primeiramente, identificou-como ocorreu o processo de implementação da Política de Assistência Social no município. Como resultado dessa etapa, o segundo momento da investigação concentrou-se em identificar os elementos que clarificassem o fenômeno investigado buscando conhecer a metodologia de trabalho, as estratégias, os pontos positivos, as fragilidades e os aspectos imprescindíveis para realização da Articulação da Rede Socioassistencial. E, ao desvelar o objeto de pesquisa, identificou-se elementos que iam afora do objetivo projetado para a investigação, permitindo percorrer, além do âmbito interno da Rede Socioassistencial, o seu domínio externo, a implementação da Rede Intersetorial. Os resultados demonstram uma implementação bottom-up que acontece de baixo para cima, realizada pelos Burocratas de Nível de Rua, que determinados pelo poder discricionário determinam como a política social chega até a população, o qual nesta pesquisa centrou-se no debate da Articulação da Rede Socioassistencial.

Abstract: This is a qualitative study that deals with the theme of the Articulation of the Social Assistance Network in the Social Assistance Policy. It is based on the understanding that starting from the implementation of services, programs, projects and benefits in an articulated way, overlaps and parallelism of actions will be avoided, contributing to minimize the historical fragmentation characteristic of the Brazilian Social Assistance area. The study has the general objective of: Reflecting on the implementation process of the SUAS Social Assistance Network Articulation in the municipality of Taió. Specific objectives are to: Identify how the Articulation of the Social Assistance Network is guided by the documents that give sustainability to the implementation of PNAS; Know the strategies used to implement the Articulation of the Social Assistance Network in the municipality of Taió; Check if there is the construction of tools that help to operationalize the Articulation of the Social Assistance Network. The Articulation of the Social Assistance Network is considered a challenging process and a strategic mechanism for offering the right to Social Assistance. To analyze the implementation process of the Articulation of the Social Assistance Network in daily work, the municipality of Taió was chosen as the research field, as it presented a differentiated operationalization in relation to the other cities in Santa Catarina. The focus group was the methodological procedure adopted, using the non-probabilistic sample criterion to delimit the subjects. In order to answer the general objective and achieve the specific objectives, two focus groups were held, which comprised the Middle and Street Level Bureaucrats who are responsible for implementing the Taió Municipal Social Assistance Policy. In this sense, first, it identified how the process of implementing the Social Assistance Policy in the municipality occurred. As a result of this stage, the second stage of the investigation focused on identifying the elements that would clarify the phenomenon investigated, seeking to know the work methodology, the strategies, the positive points, the weaknesses and the essential aspects for carrying out the Articulation of the Social Assistance Network. And, by unveiling the research object, elements were identified that went beyond the objective designed for the investigation, allowing to go beyond the internal scope of the Social Assistance Network, its external domain, the implementation of the Intersectorial Network. The results demonstrate a bottom-up implementation that happens from the bottom up, carried out by the Street Level Bureaucrats, who determined by the discretionary power determine how social policy reaches the population, which in this research focused on the debate of the Articulation of Social Assistance Network.
