Programa de Estudantes-Convênio de Graduação - PEC-G na UFSC: Uma avaliação da Identidade social dos estudantes estrangeiros africanos.

Abstract

O presente trabalho pesquisa a situação identitária dos estudantes-convênio africanos do Programa de Estudantes-Convênio de Graduação - PEC-G da UFSC. O objetivo geral compreendeu: “analisar como ocorre o sistema de ingresso, a permanência, a assistência e a promoção da identidade dos estudantes-convênio africanos do PEC-G na UFSC”. A fundamentação teórica abordou, entre outros temas, as Políticas de Educação Superior, o Programa PEC-G, a Mobilidade e a Identidade Social dos Estudantes Africanos. Os Procedimentos Metodológicos classificam o estudo como uma pesquisa aplicada, qualitativa, descritiva, com pesquisa de campo, aplicação de questionários e avaliação quali-quantitativa. Os resultados apontaram que: i) a legislação do PEC-G e as ações do Governo Federal promovem uma administração gerencialista e centralizada, sem proporcionar autonomia para as universidades; ii) a Secretaria de Relações Internacionais - SINTER da UFSC, sem autonomia e recursos necessários, promove políticas e ações insuficientes para resolver a problemática dos estudantes pesquisados; iii) que os estudantes-convênio africanos do PEC-G da UFSC vivem uma crise identitária, por serem tratados com indiferença e se sentirem excluídos, enfrentando dificuldades de adaptação, além das carências de moradia, alimentação e bolsas de auxílio financeiro. Concluiu-se que as ações da UFSC são insuficientes nos campos da educação e da promoção da emancipação humana, demonstrando incapacidade para mitigar a crise de identidade e melhorar as condições de assistência aos Estudantes Africanos do PEC-G da UFSC. Ao final, o trabalho apresenta sugestões para a UFSC e para os estudantes-convênio africanos do PEC-G.

The present work researches the identity situation of the African agreement students of the undergraduate program of students-PEC-G of UFSC. The general objective was to analyse how the admission system, the permanence, the assistance and the promotion of the identity of the African agreement students of the PEC-G at UFSC. The theoretical Foundation addressed, among other topics, the higher education policies, the PEC-G program, the mobility and the Social identity of African students. The methodological procedures classify the study as an applied research, qualitative, descriptive, with field research, application of questionnaires and quali-quantitative evaluation. The results showed that: i) the legislation of the PEC-G and the actions of the Federal government promote a managerial and centralized administration, without providing autonomy to universities; II) The Secretariat of International Relations-sinter of UFSC, without autonomy and necessary resources, promotes insufficient policies and actions to solve the problem of the students surveyed; III) that the African agreement students of the PEC-G of UFSC live an identity crisis, because they are treated with indifference and feel excluded, facing difficulties of adaptation, besides the lack of housing, food and scholarships for financial assistance. It was concluded that the actions of UFSC are insufficient in the fields of education and the promotion of human emancipation, demonstrating inability to mitigate the identity crisis and improve the conditions of assistance to African students of the PEC-G of UFSC. At the end, the work presents suggestions for the UFSC and the African agreement students of the PEC-G.
