dc.descriptionThis article seeks to problematise the historical orientations that assistance policies had in contemporary Paraguay, as a key support for social protection. In this, a historical account of these measures and the orientations that supported it is made. The assumption of this essay is that, with the great structural inequalities dragged down, Paraguay faces the need to face a health emergency crisis caused by COVID-19, from this context of crisis, the structural difficulties of a precarious system erode of existing social protection in the country, which forces us to rethink the need to strengthen these social protection policies for all.en-US
dc.descriptionEste artículo busca problematizar las orientaciones históricas que tuvieron las políticas de asistencia en el Paraguay contemporáneo, como sostén clave de la protección social. En esto se hace un recuento histórico de estas medidas y las orientaciones que la sustentaron. El supuesto de este ensayo es que, con las grandes desigualdades estructurales arrastradas, Paraguay se enfrenta a la necesidad de una crisis de emergencia sanitaria ocasionada por el COVID-19, los cuales erosionan las dificultades estructurares de un precario sistema de protección social existente en el país, que obliga nuevamente a pensar la necesidad de fortalecer estas políticas de para todos/as.es-ES
