dc.description.abstract | This work had as its theme the emphasis on results, which is putting up the ends and the means to overcome procedural hurdles to ensure achievement of objectives. A system of public management, results-oriented and customer focused is tailored to the needs of public officials who apply the necessary resources in achieving the purpose of government activities. One way of subordinating means to ends is settling a contractual relationship between managers of public resources and activities that managers employ these resources in the production of public goods and services. Accordingly, the effectiveness of a system of public resource management is to deliver the right resource at the right time. The public officer, whose role is to deliver a good or service the population becomes, from this perspective, the client of the management of public resources and systems is a function of his need that systems must adapt. The general objective of this study was to analyze the relationship between financial resources invested in programs and public policy actions and their results. To achieve this goal, specific objectives were defined: to study the attitudes of the public manager and the reaction of the residents in the area of performance management; check how the results management applies and influences the action of the public manager; as well as present the analysis of management concepts within the public administration, in order to compare the quality of services offered by state depending on the amount of resources invested in them. In this case we adopt the deductive method to better describe the ideas that will be searched. Adopt techniques of literature search, query the web, periodicals and documents, searching for better presentation of research resources. The technique is considered a set of principles or processes that serves a science; are also the skills to use these precepts or rules, in getting their purposes. Therefore correspond to the practical part of data collection. In the public sector, the vision is to manage, the more relevant is the balance of results, dealing with expenditure and revenue, ie, how it was raised and how the money was applied. The important thing is to use the information in a comparative way, for performance in resource management, monitoring how they are being applied and what are the funding sources, evaluating the increased costs due to the qualitative result. | |
