Diagnóstico da gestão de uma unidade de valorização de recicláveis, no município de São Miguel do Iguaçu, PR

Abstract

The National Solid Waste Policy established that municipal governments must prepare and implement the Municipal Plan for Integrated Management of Solid Waste, which provides for the participation of cooperatives/associations of waste pickers. These cooperatives/associations must be seen by the public body as service providers, for the cleaning and sustainability of the municipality, and these organizations must prioritize organization and good quality in their operational system. Therefore, this work sought to analyze and diagnose the management of selective collection and the organization of environmental agents in the municipality of São Miguel do Iguaçu - PR. The methodology used was the monitoring, characterization of solid waste, diagnosis and evaluation of the Recyclables Recovery Unit (UVR) as a whole, in order to verify its tendency towards sustainability and propose improvement goals, using sustainability indicators. The list of information for the study was obtained through faceto-face monitoring at the UVR for a period of thirty days in February 2022. For the quantification and qualification of solid waste, the selective collection truck and the bales were weighed before marketing. With regard to the amount of recyclable materials, in the month referred to, UVR sold 38,021 kg, which were diverted from the landfill. This data shows how important the role of these organizations is for the sustainability of the municipality. It was also possible to qualify all classes of materials that can be recycled, such as paper, plastic, scrap and glass. In a general context, the results obtained with the indicators showed that both in the selective collection and in the organization of environmental agents there is a need to carry out a restructuring of organizational management, putting on the agenda issues such as vector control plan, worker safety and internal and external environmental education, involving the organization and society, respectively. The level of sustainability of selective collection and of the organization of collectors in the municipality, in general, is satisfactory, however, a set of measures must be taken to increase the sustainability index of the UVR.
