Abstract

This paper presents a theoretical conceptual approach from one of the serious problem of the population in relation to housing deficit. It will approach the new focus given to the housing problem from the edition of the City Statute, with its mechanisms, instruments and fundamentals in search of a fairer and equitable city for the population. Master Plan will be from Telêmaco Borba, with its housing deficit data, the instruments provided for their reduction and the activities and programs in Telêmaco Borba to provide decent housing to the population.
