Orçamento participativo de Diadema: contribuição da participação popular na implementação de políticas públicas no município no período de 2001 a 2012.

Abstract

The current paper aims to study the case of the Orçamento Participativo of the city of Diadema. It was sought to analyze the contribution of popular participation in the discussions, suggestions and propositions in the plenaries to elaborate the annual budget of the city. Verify if the proposals thas was taken by the society and approved in the plenary were accepted by the administration and which of the public policies implemented were based on the popular demands, from 2001 to 2012. Once the theme was defined, it was tried to formulate the relation between the variables popular participation and public policies that were implemented. Objectively, the relation between the problem (popular participation) and the hypothesis (public policies that were implemented). In order to analyze the relation between the problem and the hypothesis, a field research was done to collect data with bibliographical and documentary sources and semi-structured interviews.
