Lei de Acesso a Informação e Transparência Municipal: avanços e limites no Brasil

Abstract

This paper presents the Law on Access to Information in Brazil focusing on the deployment of its devices in municipalities with more than 100,000 habitants. Discusses concepts of access to public information , transparency active and passive transparency. Displays the LAI as inducing mechanism of transformation of the culture of secrecy to establish a means of making the right provided for in the Constitution. Shows that the paradigm shift that establishing LAI, is still being absorbed by municipalities and discusses actions and programs designed to assist states and municipalities in implementation of transparent government. Supplemented by survey data organ accompanying the implementation of LAI in Brazil, the study found low adherence of municipalities in the support programs, mainly in the cities of the North and Northeast.
