Urbanização de favelas: a realidade vivida pelos moradores em quatro comunidades carentes no município de São Paulo

Abstract

This work was mainly focused to bring to the attention of the academic world to the reality in which they live benefited from the housing program of slum upgrading in São Paulo . 04 underserved communities that are in various stages of implementation of the housing program , and they were chosen : CIngapura Zaki Narchi , Chácara Bella Vista , Esmaga Sapo and Estaiadinha , where you can see how the purpose of the policy was being undermined by those who more needed public assistance to obtain decent housing , and those who have seen this type of public policy a form of high financial gains . During exposure of the situation of the communities mentioned , besides being verified the existence of illegal trade and rental housing units already delivered by the Government, became aware of people who invent numerous ways to obtain property , including using " oranges " relatives or for registration with the SEHAB . Treated in the text to clarify both the perilous situation in which live those who really need public assistance in relation to sanitation , safety and infrastructure , as the reality experienced by those who have had the intervention of public administration, including informing how these treat the inner part and the common areas of housing . Besides all the above, is presented in the survey , a synthesis of the historical development of housing programs implemented in Brazil , explaining what programs are in effect at the federal , state and local level geared to meet the needs of the most disadvantaged in obtaining housing , looking thereby removing them from places of risk and the situation of slums , allocating them to properties that give them better living conditions and housing . We conclude that it is not enough to make the poor guy a condition of social oblivion just giving you a property in the richest city of Brazil , along with this incentive , there are psychological and social support received by this Government because if treat the benefit and housing programs as we are dealing with today , which is managed to further promote the illegal and shady real estate market, which provides the unscrupulous capital gains at the expense of the needy.
