dc.description.abstractThe aim of this research is to analyze social policy, particularly the National Social Assistance Policy - PNAS in Brazil and the Social Protection and Citizenship System - SPSC in Portugal to promote inclusive growth. This is a relevant and contemporary theme for academics, politicians and public administrators because it addresses still problematic issues that require reflections on their solutions: poverty eradication, reduction of social inequality and inclusive growth. Therefore, this paper starts from the theoretical debate on inclusive growth and evaluation of intersectoral social policies, which constitute the categories of analysis beyond the understanding of: poverty, social inequality and inclusion. Subsequently, documentary and bibliographic data are collected on both policies, in particular the Program Family Grant in Brazil and Social Insertion Income in Portugal, research objects of this paper. Methodologically it is characterized by being a descriptive and analytical research of qualitative analysis based on the comparative method. The main results show that the territorial and population differences in the countries studied reflect the number of beneficiaries served by the studied programs being greater in Brazil with about 14 million families served. Both programs use as an inclusion criterion the income, showing the economic dimension of poverty as central. The amounts transferred and / or provided to families and / or individuals differ, being higher in Portugal around 18 times. Finally, the actions instituted by both programs show improvements in income, health and education indicators in the families and / or individuals benefited during the analysis period promoting inclusive growth.
