Society, State, Government and Public Administration are distinct terms. However, there is an overlap when it comes to understanding their objective and subjective aspects. The actions of these aspects bring about the materialization of the State in its seminal concept as an abstract entity legitimized by the people under the aegis of a government, acting in the name of a given territory with a view to achieving the collective common good. The preparation of this work was guided by this assumption. The spectrum of subjects addressed in this book is based on Management and Public Governance. At the same time, it provides readers with access to essential knowledge on the theme and a rich reflection of the main actors in the relationship of agency between citizen and State. In this sense, themes are addressed that are related to society, the State, Government and Public Administration in corporate and public settings. These act as instruments for the materialization of the State through government actions, the public budget as a multidimensional instrument in the political, legal and managerial arena, and control as an essential tool for the acts of Public Administration and the lasting sustainability of the State. In their respective chapters, the authors argue that public management, unlike patrimonialism rooted in state structures since its conception, in a substantive dimension, must be achieved in a societal way, guided by the constitutional principles applied to Public Administration in addition to those inherent to governance in their dimensions, with greater emphasis on participation, transparency and accountability.
