dc.description.abstractThis research aims to analyze the process of institutionalization of the Centers for Classroom Support of Open University System of Brazil (UAB), in light of the theory of Federal Public Cooperation Networks. It seeks to present the importance of institutionalization, their difficulties in implementation and its influence on improving governance in Public Networks Federations. In this sense, the components of the Open University System of Brazil (UAB) are presented, highlighting the importance of the Centers for Classroom Support, as a rule, located and operated in municipalities. Then that system is characterized as an example of public federative cooperation of the type: Status and Public Policy. And finally, the process of institutionalization of the Centers for Classroom Support at municipal level, is examined in the light of the theory of Federal Public Cooperation Networks, to propose a reflection on improving the governance of this type of network, so that minimum quality standards are established and implemented in UAB system. The governance of the networks of the UAB System, within the framework of municipalities, can present large disparities between themselves, capable of damaging the quality that if you want to offer in Distance Education, for which reason this research points to new interpretations on the theme. The results obtained and discussions addressing the issue of institutionalization of the Centers for Classroom Support System at UAB, are guided procedures of documentary research, bibliographic and systematization of experiences lived by the author, in the distance, in the period 2007-2014.
