dc.description.abstractThis study aims to report the main causes and consequences of absenteeism Foundation Hélio Augusto de Souza - Fundhas and as Public Manager seeks solution to this problem, being portrayed through a semistructured interview with the Head of Human Resources Division. Covers the concepts of public management, absenteeism, public foundations and human resources, conducted by the research literature. Uses qualitative and quantitative research and the nature of the research is characterized as applied to develop knowledge for application of the results. The research is exploratory and descriptive, to increase knowledge about the work absenteeism and analyze internal documents, by raising the rate of absenteeism from January to July 2010, 2011 and 2012. It can be seen that the high rate of absenteeism in Fundhas was generated by institutional changes and policy work by top management, making public employees stay unhappy and unmotivated.
