dc.description.abstract | Numerous government policies and actions were carried out in Brazil to reduce the housing deficit, which today is 6,186,503 units (CBIC, 2017). And, much of this deficit is related to the low-income population, with up to three minimum wages. The main objective of this research is to analyze how the public policies related to housing in the Municipality of Telemaco Borba-PR, specifically in relation to the Residencial Atlântico and the Morar Legal Paraná Land Regularization Project, have achieved their materialization, guaranteeing the human dignity of low income residents beneficiaries. In order to do so, it starts with the conceptual debate on the right to housing, social function of property and human dignity, based on the legal treatment given in the country, and on the effectiveness of social policies. This research is characterized, methodologically, as descriptive, analytical, bibliographical and documentary, based on two specific cases in the municipality of Telêmaco Borba, in Paraná: the Residencial Atlântico and the Morar Legal Paraná Land Use Regularization. The results show that such policies were planned and implemented through the action of the municipal government in partnership with the citizens, through the Municipal Housing Council, which took advantage of federal and state programs. Those benefited by the implementation of these policies correspond to 2.42% of the current population in Telemaco Borba, the equivalent of 1,876 inhabitants. The housing deficit in the region declined, considering that in 2000 it was 1,020 units, bringing greater dignity to a less favored population class and showing the effectiveness of the implementation of local social housing policies, included in the Statute of Cities and the Master Plan. 1876 people benefited from the implementation of the two policies analyzed, assisted by the municipal government in relation to documentary regularization and subsidies. However, the problem of the housing deficit is still a challenge for many Brazilian municipalities, which face the problem of population "swelling" in the main urban centers. | |
