Orçamento público: instrumento de planejamento e controle no município de Queluz/SP

Abstract

This research presents conceptual theoretical approach to the need of Planning and Budget control the auspices of the Municipal Public Administration, specifically in the city of Queluz, State of Sao Paulo. Points theoretical trajectories and practices for the improvement of public policies aimed at better understanding and implementation of the budget parts. Discusses the guidelines of the Public Administration to contextualize the strategic needs without losing sight of operating performance of the organ-focus. Reports in which points the Municipal Public Administration should invest to get consistent results from the point of view of the most complex public management routines, as well as those of simple realization. Discusses the verification of the scope of the proposed Multi-Year Plan in municipal development. Search through bibliographical research, guiding elements for reasoning. Accompanies important results from a strategic point of view, such as: Study of the Multi-Year Plan Act. Let founded the idea that the public budget, planning and control are vital issues for the proper management of the First Sector regarding the efficiency, efficacy and effectiveness and leaves open paths for renovation related papers on the theme.
