O controle de governança como boa prática na administração pública do Brasil: uma análise no ciclo de políticas públicas

Abstract

The governance is supported by several principles and establishes multiple best practices to enable the materialization of the actions of the organs and agents in the Public Administration. The control is one of the principles that is present in the governance to ensure that the actions of Public Administration and delivery of public services to the recipients are efficient. In this context, the objective of the research is to analyze the use of governance control in the perspective of best practice in Public Administration in Brazil. To achieve this objective, a research of an applied nature was carried out, with a qualitative approach, predominantly descriptive of its objectives, using bibliographical and documentary research methods and techniques. The result of the research pointed out that the control can be observed from the perspective of good governance practice, to materialize the public policies in Brazil, making possible the achievement of good governance. The requirement of control is constituted as an activity and action that requires experience and knowledge of the controlling person to obtain the result and purpose of each phase or cycle of each public policy. All phases of the public policy cycle are established through effective participation and decisive influence of public actors. This participation and influence in the perception and problem definition phase is established in the analysis and strategy for problem selection and decision making. In the phase of agenda formation is established in the decision making to insert or not the problem in the political agenda, evaluation of costs, benefits, options, efficient allocation and use of public resources. At the stage of elaboration of programs and decision is established in the choice and decision making of the most appropriate policy. In the implementation phase of the policy, it is established in the analysis of the processes that includes the quality of the material used, the technique used in the projects or programs, the comparison of the stipulated purpose and results achieved, execution of the decisions, as well as in the monitoring to enable the reach of the objectives. Already in the evaluation phase of the policy is established in the analysis of impacts, evaluation or control of impacts. Therefore, the professionalization of the controllers of the public policy cycle becomes an essential requirement for the control to be carried out with quality. Added to this are the behavioral patterns of those who are linked to public sector organizations, as well as good practices for carrying out activities and delivering public services to recipients.
