dc.description.abstractThe creation of a master plan in the municipalities occurred because of the need to organize and regulate, as a law, the growth of the cities under article 182 of the Federal Constitution. This work aims to analyze the master plan of the municipality of Moreira Sales, and implications arising from the use of practice desdobro, of lots urban from legislative changes the reduced the dimensions set in the past. In order to persue the main objective, the research examined the municipal legislation regarding the occupation urban land, considering all the aspects related to speculation of real estate. The impacts of economic and environment and the question of urban voids, exposing the consequence caused by alteration in legislation. That perspective, this research, aims mainly shows inadequacies, caused this changes to a small town like Moreira Sales, that still has many vacant lots ready to be built. Based on the premise that the unfolding of batches for the construction of more than one housing in the same urban terrain, proves to be detrimental to the city and it’s residents. Was possible to conclude, that this practice, somehow, allows access to housing for disadvantage, even more limited. Finally, the public administrator suggests the use of legal instruments, to minimize the effects of using the practice of desdobro in the municipality. The small literature was given buy official documents, as the Federal Constitution, the status of the city and the plan directly. The lack of bibliographical references may be due to the fact of the matter is still new; witch may somehow have interfered in the research.
