| dc.description | This paper provides an approach to Latin American integration policy during the presidency of Carlos Andrés Pérez Social Democrat (1974-1979). Following objectives were set : first, to investigate and explain the motivations that led to Carlos Andres Perez during his tenure to promote integrationist initiatives and economic cooperation to Latin American countries , and second, acting legally justify pro integrationist President Carlos Andres Perez , third examine the integration initiatives developed during the administration of President Carlos Andrés Pérez (1974-1979) , among which we have: the Latin American Economic System , the Amazon Treaty , within the Andean Pact emphasizes the creation of the Andean Reserve , among others. This documentary study , most of the information was extracted from documents , such as newspapers, refereed articles , legal texts , not to mention the use of audio , also must be framed within the research of legal documents, considering that not confined only to analyze the motivations of President Carlos Andrés Pérez (1974-1979) , but on the contrary , also addressed the legal study , through the analysis of legal instruments , such as the 1961 National Constitution, treaties and agreement signed by Venezuela under President Carlos Andrés Pérez (1974-1979) on integration. We conclude that the belief and conviction that had Carlos Andrés Pérez on the ideas of Simon Bolivar, led him to promote regional integration, adding, the principles of Democratic Action towards integration that were internalized by him, from the point of legally its policy was framed within the guidelines of the National Constitution of 1961, major integration initiatives aim to agree to achieve full social and economic development of Latin American countries. | en-US |
| dc.description | El presente trabajo ofrece un enfoque de la política integracionista latinoamericana durante la presidencia del socialdemócrata Carlos Andrés Pérez (1974-1979). Se fijaron los siguientes objetivos; primero, indagar y explicar las motivaciones que indujeron a Carlos Andrés Pérez a promover durante su gestión las iniciativas integracionistas y la cooperación económica a países latinoamericanos; segundo, justificar jurídicamente la actuación pro integracionista del presidente Carlos Andrés Pérez; tercero, examinar las iniciativas en materia de integración desarrolladas durante la gestión presidencial de Carlos Andrés Pérez (1974-1979), entre las que se tiene: el Sistema Económico Latinoamericano, el Tratado Amazónico, dentro del marco del Pacto Andino destaca la creación del Fondo Andino de Reservas, entre otras. Es una investigación documental, la mayor parte de la información se extrajo de documentos, tales como: periódicos, artículos arbitrados, textos legales, sin dejar de mencionar la utilización de audios; también debe enmarcarse dentro de la investigación de tipo jurídico documental, considerando que no se circunscribió únicamente a analizar las motivaciones del presidente Carlos Andrés Pérez (1974-1979), sino por el contrario, también se abordó el estudio jurídico a través del análisis de instrumentos legales, como: la Constitución Nacional de 1961, los tratados y acuerdos suscritos por Venezuela durante la presidencia de Carlos Andrés Pérez (1974-1979) en materia de integración. Se concluye que la creencia y convicción que tenía Carlos Andrés Pérez, sobre las ideas de Simón Bolívar, lo llevaron a promover la integración regional, añadiéndose los postulados de Acción Democrática en pro de la integración que fueron internalizados por él; desde el punto de vista jurídico, su política se enmarcó dentro de los lineamientos de la Constitución Nacional de 1961, las principales iniciativas de integración coinciden en tener por objetivo lograr el pleno desarrollo social y económico de los países latinoamericanos. | es-ES |
