Causas de la sobrepoblación carcelaria en la cárcel el Bosque de Barranquilla

Abstract

El objetico principal de este trabajo de investigación es tratar el tema de la sobrepoblación carcelaria en la cárcel el Bosque de Barranquilla. En este contexto trataremos aspectos teóricos y desde el punto de vista jurídico-penal se analizaran las diferentes causas que influyen en la causa de la sobrepoblación carcelaria, tanto aspectos internos como externos, podremos observar las causas de la sobrepoblación en sus variables cuantitativa y cualitativa, trataremos temas como el número de presos existentes y la capacidad con la que cuentas las cárceles en materia de cupo como ya fue mencionado con anterioridad en la cárcel el Bosque de Barranquilla. Inevitablemente al tratar el tema de la sobrepoblación carcelaria quedan el descubiertos otros aspectos que se encuentran directamente ligado a este, y aunque no sean el foco de esta investigación son aspectos que son importante de resaltar, la vulneración de los derechos humanos, un tema delicado al cual le podríamos dedicar una investigación completo y eso da a entender la magnitud de este problema, la deficiencia en la prestación del servicio de salud por los diferentes factores dentro de la estructura del recinto que no cumplen a cabalidad la función para los que fueron construidos o que por el mismo hecho de la sobrepoblación se ven mermados y hace parecer que no fueron planificados correctamente, como el servicio de agua potable, los baños, enfermerías, el propio personal laboral que logra dar abasto con todos los internos de la cárcel, las infraestructuras.

The main objective of this research work is to deal with the issue of prison overcrowding in the Bosque de Barranquilla prison. In this context we will deal with theoretical aspects and from the legal-criminal point of view we will analyze the different causes that influence the cause of prison overcrowding, both internal and external aspects, we will be able to observe the causes of overcrowding in its quantitative and qualitative variables, we will treat issues such as the number of existing prisoners and the capacity of the prisons in terms of quota, as was previously mentioned in the Bosque de Barranquilla prison. Inevitably, when dealing with the issue of prison overcrowding, other aspects that are directly linked to it are discovered, and although they are not the focus of this investigation, they are aspects that are important to highlight, the violation of human rights, a sensitive issue to the which we could dedicate a complete investigation to and that suggests the magnitude of this problem, the deficiency in the provision of the health service due to the different factors within the structure of the enclosure that do not fully fulfill the function for which they were built or that by the very fact of overpopulation they are diminished and make it seem that they were not planned correctly, such as the drinking water service, bathrooms, infirmaries, the workforce itself that manages to cope with all the inmates of the prison, the infrastructures.
